True- The landmark report “Toxic Wastes and Race in the U.S” published by the United Church of Christ Commission for Racial Justice (and updated in 1994 by the Center for Policy Alternatives), showed that race, even more than income level, is the crucial factor shared by communities exposed to toxic waste.

The San Francisco Bay Area is one of the most toxic and polluted areas in the nation. In Richmond alone there are more than 350 industrial sites and toxic hazards emitted, pesticides and other chemicals that contaminate the air, water, and soil.
